A University of Chicago study by Christopher Berry found that Cook County’s property assessments are fairer today under Kaegi than they were under Berrios—saving homeowners about $1.9 billion, although rising tax levies and appeal practices have kept bills high.

The report shows that while the reduction of regressivity has made assessments more even, other pressures continue to drive up tax bills.
